Appeasement helps IM go global

im1The National Investigation Agency will seek help from the security agencies in Bangladesh for more clues into the Bodhgaya terror strike in which 10 bombs exploded. NIA officials say that they have intimated both the Intelligence Bureau and the Research and Analysis Wing to seek more information from Bangladesh regarding the operational capabilities of an outfit by the name Hizbut Tahrir which since the past three years has been working closely with the Indian Mujahideen.

The story of the IM-HT nexus dates back to the year 2010 when the Darabanga and West Bengal modules of the Indian Mujahideen were being set up and getting ready for activation. With the IM- Lashkar-e-Tayiba nexus splashed around all across the globe, the ISI forged a relationship with the HT and the outfit was directed to work with the IM in India.

For all practical purposes, this was an beneficial alliance for the IM since what this outfit relies on heavily is the infiltration as a result of which they get new recruits and foot soldiers. The alliance with the HT saw a gradual change in the IM and it had become clear that the ISI was trying to link the home grown Indian outfit to foreign outfits. A source in the Delhi police who was part of the team which cracked the Darabhanga module tells that the setting up of this module was made easier thanks to the HT. The cadres of the HT had their men on the border who would send and receive operatives for the Indian Mujahideen as and when the same was required.

Post Bodhgaya, the security agencies had said that this could well be a way of sending across a message to avenge the killing of the Rohingya Muslims in Myanmar. An Intelligence Bureau official says that there have credible information that the Lashkar-e-Tayiba has been training the Rohingya Muslims in Myanmar to fight the radical Buddhists. However this is a relatively new programme and they were in a hurry to prove a point and hence could have undertaken the blast at Bodhgaya. Bodhgaya was a relatively easier target for the IM compared to Dharamshala where the security apparatus is much higher comparitively. In addition to this the presence of the Darabhanga module which is four hours away from the blast site only made the operation easier for them.

Speaking of the Hizbut Tahrir, the Intelligence Bureau says that they have a good presence in Bihar. Many of their cadres slip in to Bihar and hold meetings with the IM. The police officer from Delhi goes on to add that investigations have shown that meetings were held and there have been many instances when IM cadres have gone to Bangladesh and attended meetings as well. Further what we also found during our investigation is that the funding in future for IM related activities would not come in from Saudi Arabia as the noose over there has been tightened. The HT would use its resources in West Asia to raise funds and pass it on to the IM. This is an area which is under the grip of Bangladesh based outfits.

Security agencies point out that the operatives come in and go out of Darabganga with a lot of gusto. The IM is well aware of the appeasement politics that goes on. Darabhanga was on the radar of the IB since a very long time, but no concrete action was ever taken to tackle the problem. This led the IM to create more safe hideouts at Madhubani, Purnia and Kishenganj.

When Kafeel Akthar was arrested by the Bangalore police in connection with the Chinnaswamy Stadium blasts, a big stink was raised about the manner in which he was arrested. An officer in Bangalore says that sometimes we need wily tactics to pick up such men and it is not as though we have chased someone without any proof. Instead of lending a helping hand many times politicians demoralise us through such statements. At times operations are undercover and informing would only prove fatal. There is a proper court of law before which any accused would be produced and it is not as though we are following a dictatorial law, the officer also said.

Intelligence Bureau officials say that at least now the seriousness of Darabhanga should be noted. There were 14 Indian Mujahideen operatives arrested in the past three years of which 13 were from Darabhanga. This also includes a Gulf based operative Fasih Mahmood. The intention is not to defame any state, but the idea is to keep the nation secure, the officer also said.

Take the confession statement of Syed Maqbool, one of the accused in the Dilsukhnagar blasts. He says that after every attack, politicians will fight among themselves and in the bargain the issue will be forgotten. This is where we need to capitalise, he had told the Delhi police.

  1. Glaring details of terror modules living sumptuously and extravagantly within India, with the protection of political jerks begs to hang our head down in shame. The details you have shared is not just scary but frightening. What baffles me more is that these modules themselves have recognized the politically hostile arena in India is a blessing favor for them while these political jerks look out to mere vote banks. Had appropriate actions, as and when intelligence inputs came in, been taken by the respectives agencies in the Govt, the menace could have been minimized to a large extent. On the contrary, now, all these terror modules are immensely comfortable with the Indian political diaspora favoring them, and as a consequence, neither are they scared or afraid of the authorities but dare their audacity out in challenge. When systematic elimination is the only norm for eradication of this menace, like the Ishrat Jehan case, our political jerks and some selfish NGOs make do with personal benefits little realizing or probably not caring for the dangers they contribute to inland security. This must stop. Unless there is a concerted effort from the Intelligence Agencies to outrightly rebuke and reprimand the Government by seeking the required legal preservation of its rights from the Judiciary, they can not function at all – ever – fearing apolitically motivated inquiry chasing them some twenty years down the line. No, no honest officers would want that to happen to their latter part of the career. Therefore, omissions would take place knowingly staking national and inland security and leaving it open to threat. No politician will be answerable to this peril because their life ends with the 5 years they sit in office beyond which they too care a damn.

    Unless there is autonomy with the agencies, they will continue to neglect our internal security for the benefit of some illeterate political joker (s).
